Role
Our client is looking for up to 1 business analyst with proven experience doing business analysis work.
This business analyst will report into the Business Solutions Services branch within our client and be assigned to the Modernization of Accounts and Claims Systems (MACS) project. The MACS project has a number of deliverables over the next 15 months which will result in the transformation of current client processes and replacement of its legacy systems.
 
The successful implementation of the new Accounts and Claims system is dependent on the successful implementation of a number of Foundation projects, the configuration of a Commercial-Off-The-Shelf (COTS) product to meet our client’s business requirements and supporting business processes.
Under the direction of the Project Director for the MACS project, this business analyst will work closely with existing the client’s business analyst staff and the business client to identify functional requirements of the client’s business through requirements gathering, analytics, communication skills and data modeling. These detailed requirements will be used to configure the COTS product for the client’s purposes:
  • Lead and conduct end-to-end business process mapping, business analysis and systems consulting services
  • Facilitating and leading in-depth workshops to elicit review and confirm business requirements, business process reengineering, data and workflows, business models, business rules and user interface design.
  • Translating client business requirements into functional and information documentation, identifying alternative business design options and solutions; ensuring that the solution(s) satisfy all business requirements.
  • Preparing and presenting project proposals, including financial analysis, cost estimates, terms of reference and cost/benefit studies for each option.
  • Partnering with management on project and technology initiation in order to promote acceptance that will ultimately improve efficiency and performance of the client.
  • Lead business sessions in prototyping new system functionality for the purpose of enhancing business processes, operations, and information process flow and to ensure business readiness, while contributing to the evolution of the BTS and client program areas by:
  • Identifying and establishing scope and parameters of business analysis in order to define outcome criteria and measure-taking actions, develop and document business processes and rules to ensure appropriate process and organization in place to support new system.
  • Providing advice and recommendations for the design, development and implementation of new, enhanced or customized systems, processes and applications.
  • Partnering with the business area in the development of end to end business process maps, lead other business analysts team through business process mapping, i.e. process change, requirements definition, problem definition, benefit realization, design principles, etc.; lead collection of business case relevant information provided via stakeholder interviews.
  • Supporting all levels of management in defining business and operational goals by bringing clarity to unit strategies, understanding current process issues; conducting feasibility and business case analyses and making recommendations on business process improvements that may impact the business.
  • Facilitate workshops with project teams to explain and gain consensus on tools and techniques to be used with new processes and systems as well as conduct research related to the use of new and innovative supporting technologies, tools and methods to optimize newly implemented systems.
  • Provide coaching, guidance and advice to the client’s business analysts. Provide mentoring to other business analysis staff to ensure the continuous improvement and compliance with established business analysis methodology and best practices; maintain effective communication linkages, provide guidance and consultation to the Project Management Office as it relates to understanding business analysis artifacts required for each phase of the project lifecycle.
  • Provide project planning input, leadership and functional expertise for the development, testing and implementation of business systems; deploy and oversee assigned project resources; provide technical expertise, guidance and solutions; solve project issues; provide recommendations to management; identify potential implementation issues and make recommendations to fully address all implementation issues.
  • Develop specifications and participate in formal procurement, including evaluating bids, participating in selection and service level agreement negotiations. Provide leadership and direction to contracted service providers to ensure that all contract deliverables are produced on schedule, to the quality level specified.
  • Perform other duties as assigned or required.
 
Requirements
  • Knowledge typically acquired through completion of post-secondary education in a technology related field, business administration or related field with a minimum 10 years relevant technical or business analysis experience.
  • Proven experience with end-to-end business process mapping, business and technical requirements analysis, business planning, modeling, verification and methodology and product development.
  • Leadership and teamwork skills to plan and lead the design and development of optimum business processes for effective services/systems to meet the client’s high demands and program needs.
  • Business relationship, Interpersonal and customer service skills including tact, diplomacy, questioning/interviewing, listening, advising to seek relevant/accurate information from BTS clients, build relationships within and outside of BTS, be a team player and maintain a strong partnership/service environment between the clients and BTS.
  • Proven experience working with accepted methods, standards, techniques and best practices for business and systems analysis and design; to lead and undertake sophisticated and complex and/or unique business analyses and make authoritative recommendations.
  • Analytical, evaluation and problem-solving skills, to assess client requirements and translate these into functional and information documentation (e.g. re process/IT requirements and changes).
  • Interactive skills to be a skilled networker, to present and explain new concepts and ideas, build strong linkages with team members using various vehicles of communication to share information, act as a mentor, facilitator and motivator; act as a liaison between multiple project teams and clients to communicate business changes.
  • Research and analytical skills to identify problems and opportunities, recognize and monitor trends and potential implications including relevant IT business consulting experience with demonstrated analytical problem solving and decision making capability.
  • Oral communication skills to lead and facilitate individuals and teams, work effectively with and discuss/advise/recommend methodologies and approaches to clients/senior management and external stakeholders; written communications skills in order to document business requirements/specifications and communicate analyses to BTS or clients. Provide technical guidance, direction and mentoring for other business analysis staff.
  • Decision making skills to make independent decisions and recommendations on various issues and solutions that impact the projects/programs.
  • Influential skills include conflict management, negotiation and facilitation skills to act as a consultant in various forms to resolve issues, diffuse conflicts and handle escalated sensitive issues from team members and to alert project sponsors of serious repercussions.
  • Communication, presentation and writing skills to prepare business proposals, action plans, business cases, concise summaries, etc.
  • Experience with computer systems and software, such as Microsoft Office, Microsoft Project and Visio, and the Internet to access information, develop project plans and prepare various letters and reports.
  • Knowledge of application reengineering, development, implementation and maintenance, and enterprise business architecture, information management principles including logical and physical data modeling and database design, in order to recommend specific applications/technology to meet diverse business needs within the client’s standards and requirements, and identify the business implications of technology change.
  • Knowledge of software development lifecycle management, overseeing the design, development and implementation of software and hardware solutions, systems or products; product development and project management methodologies in order to effectively support the business solutions development process; tools and techniques management, architecture management.
  • Knowledge and understanding of systems analysis and design principles, practices, methods and techniques in order to anticipate and define the impact of technology change on business in various stages; establish resource and cost requirements for application development, maintenance and support; and participate in testing and evaluation.
  • Knowledge and experience of Business Benefits Realization techniques including BI, ROI and IRR.
  • Knowledge of release planning, backlog management, user stories, epics and scrum ceremonies.
  • Knowledge in the development and interpretation of business architecture models and diagrams and effective communication of these to the business.
  • Knowledge of IT industry trends to identify opportunities for improving IT systems use and management through innovations in tools, technology and processes
