Description
Analyze current and create the future state of organizational work flows and systems; re-engineer and improve business systems, work flows, services and programs ensuring they reflect and support divisional and organizational business plans. Identify, design and implement both change and improvement initiatives.
Provide advice, consultation and technical guidance required by the business to ensure the effective planning, analysis and design of new business changes.
 
Responsibilities
  • Knowledge typically acquired through completion of a Bachelor's degree in computer science, systems architecture or related study, or experience as a Certified Solution Designer.
  • Knowledge of large-scale, complex systems analysis techniques, methodologies and relevant architectures, including strong experience with Service Oriented Architectures, business architecture and related technologies, design of distributed applications, security design and implementation considerations, Unified Modeling Language (UML) design artifacts and Rational Unified Process (RUP) methodology, design and development, programming concepts and languages, (including advanced knowledge of object oriented analysis and design), internet/intranet technology, and emerging technologies, to assess and provide direction on the selection and utilization of software/hardware and methodologies, and provide architectural guidance.
  • Knowledge of relevant major technologies in order to identify and assess opportunities for cost-efficient, effective and innovative value added solutions to meet diverse requirements; provide expertise and leadership to the integrity of solutions and their compliance with architectures, policies, standards and goals; perform technical functions and provide technical direction for team members; and evaluate new system and hardware performance.
  • Knowledge in modeling and of JEE development skills – JAVA SERVLETS, JSP, MVC.
  • Knowledge of client’s policies and operational controls with general knowledge of the Workplace Safety and Insurance Act (WSI Act) as it relates to other Federal/Provincial legislation to ensure client’s system compliance including an understanding of related administrative policies and procedures (e.g. for contracting, purchasing, paying contractors’ invoices) to ensure compliance.
  • Oral communication skills to work effectively with and discuss/advise/recommend methodologies and approach to clients/senior management and external stakeholders; written communications skills in order to document business requirements/specifications and communicate analyses to BTS or clients.
  • Analytical, interpretive reasoning and problem solving skills, to assess, identify and co-ordinate the resolution of technical problems and incidents; conduct research, assess client requirements and estimate costs; lead design projects and ensure logical design of applications; providing situational appraisals and value-added assessments for projects, and deriving high level recommendations on solution feasibility and/or options; and develop recommendations for BTS policies and standards.
  • Business relationship, Interpersonal, facilitation, and negotiation skills including tact, diplomacy, questioning/interviewing, listening, advising to seek relevant/accurate information from BTS clients, build relationships within and outside of BTS, be a team player and maintain a strong partnership/service environment between the clients and BTS.
 
Knowledge & Skills
  • As project leader, plan and scope the future state of workflows and systems. This involves identifying and documenting business needs and associated system processing, proposing alternative solutions, outlining assumptions, constraints, costs and benefits; monitoring and providing ongoing updates on project progress, coordinating workflow, clarifying issues and resolving problems.
  • Re-engineer and improve current business processes, services, systems and programs. This includes conducting research, analysis and investigation into business processes, identifying, developing and implementing innovative solutions and initiating activity to ensure processes reflect and support divisional and organizational business plans. Facilitate program development by identifying, investigating, recommending and overseeing the implementation of solutions to improve deficiencies in current business services, processes, and programs; and in developing new processes, services and programs.
  • Facilitate the creation and agreement to business requirements in order to support change initiatives by reviewing, evaluating and identifying problems and opportunities; identifying and documenting business requirements for process/system changes/enhancements; obtaining agreement and sign-off to ensure the requirements are accurate and reflect business needs; documenting the business requirements. Sign off on Business Requirements, Total Requirements Statements and Functional Specification documents to certify that they are complete, accurate and a true representation of clients’ requirements for new processes, application systems, system changes and enhancements. Act as central contact between project team members, management, business owners, Business Technology Services (BTS), external consultants and vendors to facilitate successful implementation.
  • Process manage through analysis, mapping, triggers, choices, steps, approaches, boundaries, integration; manage implementation and change issues; align and integrate new processes, methods, technologies, services and policies developed within the client’s prior to implementation in service delivery and the tactical stream.
  • Ensure timely implementation of User IDs, definition of user security profiles and definition of resource owners. Provide guidance and training to Local Security Administrators. Validate, analyze and authorize/decline User access.
  • Act as technical resource and provide systems, business, technical and analytical expertise to clients including staff, management, workers, employers, vendors and government agencies to support production applications, process and program design, and key business initiatives. Participate in corporate and divisional projects and initiatives, such as client outreach initiatives.
  • Develop and maintain ongoing communication linkages within and between the branch, client’s and major stakeholders for policy clarifications and understanding of new policy changes. Communicate with organization change enablers to identify current practices, processes, systems and methodologies to devise and implement strategies to cover any obstacles. Provide post implementation support.
  • Develop educational and instructional materials (including but not limited to system training materials, user guides, handbooks, quick reference guides, and user bulletins). Deliver system training and train-the-trainer information sessions on important system or procedural changes to provide trainers, SME’s and users with information to train and educate staff in their areas. Demonstrate technical hardware and software system changes to clients; provide information and facilitate feedback. Collaborate with Learning and Development to develop training programs to end-users. Provide follow-up post implementation support by resolving problems and developing procedures, charts and matrices to familiarize clients with changes.
  • Perform other related duties as assigned or required, such as all aspects of User Acceptance Testing.
