Job Description

Our client has a requirement for an Application Developer for a 1 year contract opportunity.  The position is located in Toronto.

Role

Reporting to the Project Lead, the Specialist will be assigned to service requests which will entail creating technical specification documents, programming changes, performing system testing, and working with the Revenue Services Support, Business Systems Analyst (BSA) to correct any system bugs during the Quality Assurance (QA) testing process, prior to implementation. Modifications will be made to the Client’s existing Revenue Applications (Tax Billing, Utility Billing and Payment Processing).

The Specialist is responsible for
  • Responsible for developing technical requirement documents using functional specifications provided from a BSA.
  • Attend meetings as required.
  • Implement complex requirements into technically simple solutions.
  • Program software changes in a clear and concise manner.
  • Work with other team members to create a complete and integrated development solution.
  • Work with BSA and the user to resolve any requirement issues.
  • Aid in the acceptance test process.
  • Work with BSA and the user to correct system bugs.
  • Provide bi-weekly status reports to the Project Manager.
  • Undertake other duties as may be assigned by the Project Manager.
Deliverables
  • Prepare technical design documents from functional specification documents.
  • Implement required code changes, and system test changes.
  • Participate in the acceptance test process.
  • Make required system changes and bug fixes.
  • Update technical design documents to reflect changes throughout the development process.
  • Provide the Project Manager with bi-weekly status reports.

Requirements or Qualifications

It is important that the services be undertaken by a Specialist who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope as detailed below.

Qualifications and Experience
  • University degree in Computer Science or related discipline, and considerable years of 'progressively more responsible' experience working on large-scale information technology projects or the equivalent combination of education and/or experience;
  • Excellent interpersonal and communication skills (oral and written); coaching, mentoring, time management, analytical and problem-solving skills;
  • Demonstrated ability to accomplish tasks and meet objectives within specific timelines;
  • Demonstrated diverse experience in technological environments and excellent knowledge of IT industry tools, solutions and trends;
  • Demonstrated experience with Utility Billing Systems or other billing systems is a plus.
Technical Capabilities
  • Five (5) plus years of experience in client/server development;
  • Three (3) plus years of hands on experience in using MS Office Suite, Visio Professional, Crystal Reports, Infomaker;
  • Five (5) plus years software development experience using Powerbuilder (recent experience with Version 12 preferred);
  • Five (5) plus years of hands on experience with Oracle SQL and PL/SQL (experience with TOAD or PL/SQL Developer preferred);
  • Experience with Change Management tools (experience with CA Harvest is preferred).
