Job Description

Our client has a requirement for Senior Business Analyst - Informatics for a Permanent – Full Time opportunity. The positions are located in Edmonton - Alberta

The Informatics Consultant in the IT Clinical Transformation Services delivery portfolio is a professional position reporting to the CTS Lead.

The position works with a high degree of independence and in concert with CTS Leads and Senior Informatics Consultants to develop, plan and execute on projects and/or programs that are moderate in scope. The position provides ongoing client support between individuals, departments, sites and programs. The position may contribute to a strategy for the coordination and delivery of educational tools/resources and lead and/or execute the implementation of assigned projects and programs. The position provides advice and direction to clients within its specialty function and scope.

The position will interpret client needs, assess requirements and identify solutions to non standard issues and requests. The position works to ensure Client values, goals and principles are implemented and integrated in the delivery of services to client groups.

The Informatics Consultant may have full-scope supervisory responsibility for professional and non-professional staff within a project team.


The position is also responsible for:

•Managing and executing on deliverables for one or more CTS projects or initiatives that are small to medium in scope.
•Manage scope and deliverables (timelines) for CTS resources.
•Escalate politically sensitive issues, which may result in high impact to the organization, to the CTS Lead or Senior Informatics Consultant.
•Takes initiative to drive better outcomes and to mitigate risk.
•Contribute to the development of tools, templates and standards
•Requires demonstrated skills in at least one of the following 4 streams: organizational change management, benefits realization, business analysis, learning and clinical content design and demonstrated success within one or more projects.
•Analyzes business processes and recommends best practices
•Establishes and maintains strong stakeholder relationships, at senior levels, across multiple and diverse health environments.
•Facilitates collaboration and knowledge sharing across the province with peers and with key stakeholders.
•Makes decisions within guidelines and policies.
•Promotes an information culture by encouraging and facilitating appropriate use of information and knowledge.
•Experience with developing organizational plans and strategies to ensure that information and information systems enable and are aligned with business goals.
•The position has responsibility for the coordination and/or administration of specialized or complex work methods, protocols, policies and procedures related to the CTS delivery streams, which includes organizational change management, benefits realization, business analysis, learning and clinical content design.
•The position assists Department Leaders and Senior Informatics Consultants in planning and quality improvement initiatives in support of the CTS delivery streams.
•The position draws on best practice to apply technical concepts, principals and applications to drive adoption, meaningful use, and clinical outcomes and to ensure project deliverables are achieved.
•The position supports the customer service focus by developing effective relationships with stakeholders and following up with clients to ensure needs have been met in a timely and professional manner. The position facilitates and/or participates in various department meetings and committees.


Project/Program Management

As a member of a project/program team, creates and executes project work plans and revises as appropriate to meet changing needs and requirements while ensuring they support the service delivery model, guiding principles and vision of CTS Delivery portfolio and clients.

•Responsible for management of local projects.
•As a member of a project/program team, provides input into the day-to-day operational aspects of a project/program including identifying and resolving issues and conflicts related to the project.
•Provides input into the development of the engagement reviews and quality assurance procedures.
•Ensures framework for information management for the CTS Delivery portfolio is comprehensive and supports effective record retrieval and reporting requirements.
•Liaises with project stakeholders on an ongoing basis.
•Updates the CTS Lead and/or Senior Informatics Consultant on the project progress and relevant information on a regular basis.
•Works independently but seeks guidance for complex situations.


Resource Management

•Provides input into the determination of financial and physical resources required to execute projects or program requirements.


Issues Management/Concerns Resolution

•Provides input, support, and may lead the processes of identification to resolution of issues, including follow up.
•Develops solutions based on a broad and complex knowledge base
•Manages issues/ situations according to policy/procedure.
•Recommends the method of handling issues/situations to the CTS Lead or Project Manager.


People Management

•Participates in or facilitates orientation and mentorship for new staff or students in the department
•Provides leadership or guidance to project/program teams, acting as resource, delegating deliverables/tasks, tracking progress and reporting.
•May contribute to evaluation of individual performance reviews.
•May provide input to the strategic use of human resources within project/program responsibility in order to provide the most effective and efficient delivery of project/program outcomes.


Relationship Management

•Fosters and maintains positive relationships with a variety of clients internal and external stakeholders.
•Supports commitment to the vision for Clinical Transformation Services Delivery portfolio through effective communication strategies.
•Builds and maintains an effective network of contacts and resources aligned with Clinical Transformation Services Delivery portfolio.

•Escalates issues that are sensitive or political in nature and do not follow process or procedures, are brought to the attention of the CTS Lead or Senior Informatics Consultant.
•Manages risks and mitigation strategy one or more small to medium projects or initiatives.

•The position has the ability to support and work within new or modified approaches, practices and processes in the organization.
•Recognizes need for change within a project or initiative and sets priorities accordingly. Continually analyses the change process and makes necessary adjustments to maximize effectiveness.
•Recommends and as a member of the CTS, develops processes and procedures and other changes for approval, to assist the program/service.
•Conveys changes to processes, policies and procedures through training / information sessions to employees within AHS.
•Understands and applies basic theories, and concepts of organizational change management.
•Experience and expertise to practice organizational change management.
•Manage the transition to operations for the support model.
•Demonstrates knowledge of how people, resources and information flow through the health system.
•Facilitates the adoption and use of health information systems in a clinical setting.

Clinical Content Design

•Demonstrates knowledge of relevant health information standards and their appropriate use (e.g. classifications, vocabulary, nomenclature etc.).
•Demonstrates an understanding of the data interrelationships and dependencies among the various health information systems (e.g., decision support systems, electronic health records, order entry, etc.
•Applies knowledge of basic clinical and biomedical concepts, clinical care processes, technologies and workflow methods for purpose of analysis, design, development and implementation of health information systems and applications.
•Recognizes commonly used formats, structures and methods for recording and communicating clinical data and how these are incorporated into systems.
•Promotes the effective use and benefits of clinical systems (e.g. EHR's, clinical decision support, diagnostic systems).


Learning

•Understands and applies basic theories, concepts of adult learning.
•Experience and expertise in delivery of adult learning.
•Facilitate individual, team and organizational learning and development through the use of appropriate technology, communication and organizational skills.


Requirements or Qualifications


Qualified Candidates will have:

•A minimum of bachelors degree in a health related area plus other recognized designations related to health informatics is preferred.
•A minimum of 5 years experience in one or more of the following: organizational change management, benefits realization, business analysis, learning, clinical content design in an organization of significant size, complexity and diversity is preferred (healthcare experience an asset).
•A demonstrated clear pattern of professional and personal development is required.
•Equivalencies of education and experience may be considered.
•In addition, the incumbent will possess a record of accomplishment in the following areas:
•Knowledge of the client group / function supported and best practices for one or more of the following: organizational change management, benefits realization, business analysis, learning, and clinical content design.
•Facilitation and/or coordination experience in project planning, execution, reporting, monitoring and evaluation.
•Experience managing physical and human resources and related financial / statistical information.
•Significant experience in problem solving, concerns resolution, investigation, and negotiation.
•Team leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others
•Experience in supervising and leading staff.
•Demonstrated ability to foster relationships and partnerships with internal and external stakeholders.
•Demonstrated ability to think systematically and critically.
•Effective communicator with strong organizational skills, influential skills, client focused orientation and commitment to providing quality services.
•Ability to relay or explain complex issues or difficult situations. Skills in negotiation, facilitation and conflict resolution are required.
•Ability to develop and facilitate presentations to convey information or transfer knowledge.
•Experience in coordinating projects or teams, complex data analysis and/or interpretation, evaluation methodologies, and developing formal reports.
•Demonstrated ability to facilitate change.
