Contract Formation Supervisor

Essential Job Duties:
·         Provides functional direction and/or supervision to all assigned contracts personnel and monitors operations to ensure all activities are performed in accordance with project requirements and applicable directives, management instruction, procedures and functional guidelines.
·         Develops and implements the contracting strategy for the assigned project or office, including the development and translation of the Material Assignment Schedule into a specific working contracting plan.
·         Assists the designated manager in the development of the contracts section of the Project Execution Plan and represents Contracts in operational and/or project reviews and audits.
·         Recommends salary actions, classification changes, terminations and transfers of assigned personnel.  Interviews applicants and makes recommendations regarding selection.
·         Performs annual reviews on assigned supervisory personnel. 
·         Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority.  Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures.  Reviews and recommends bid selections that require higher approval authority.  Executes commitments within delegated signing authority.
·         Develops project contract operating procedures for review by designated supervisor and inclusion into the project contract/subcontract procedures.
·         Provides guidance in the development of contract project work-hour estimates.  Ensures expenditure of work-hours is within approved budgets.
·         Develops and coordinates with the designated supervisor the contract personnel staffing plan to ensure staffing levels support project workload and contract personnel are added and released in an orderly manner.
·         Reviews prime contract between client and company and makes recommendations to Contracts Manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master contract forms.
·         Provides guidance in the development, monitoring, and maintenance of project master contracts forms, including legal and commercial terms and conditions to be included in the project contract documents.
·         Reviews and approves proposed negotiating plans developed by subordinate personnel in the commitment and resolution of commercial conditions of contracts, and participates in direct negotiations when required.
·         Ensures that project contracting of goods and services is consistent with all applicable directives, management instructions and procedures and that such requirements have been implemented in the assigned area or project contract operations.


Basic Qualifications:
·         Undergraduate degree from an accredited university in Business, Engineering, Engineering Management, Construction Engineering, Construction Management, or Project Management or equivalent work experience.
·         At least 4 years of (sub)contract experience
At least 2 years of which must be contract formation experience
·         Basic knowledge of contracting regulations, policies and practices.
·         Experience in developing contract types, fee arrangements and contract terms.
·         Experience in developing and recommending potential solutions to contractual problems to management.
·         Knowledge and experience in the formation of contracts and contract agreements, including types, terms and legal requirements.
·         Advance Contract Coordination and Subcontract Administration Skills
·         Proficient in  Microsoft Office, Word, and Excel.
Excellent interpersonal skills to interface with project team and functional management
·         Demonstrated analytical and organizational skills
·         Demonstrated oral and written communication skills
·         MUST BE WILLING TO TAKE BUSINESS TRIPS, SHORT AND/OR LONG TERM ASSIGNMENTS.
·         Must have the right to work and remain in the country of assignment.


Preferred Qualifications:
·         Masters degree in engineering or construction management.
·         Knowledge of company policies and (sub)contracting methods and techniques.
·         Ability to interface with other functional personnel as required and at all levles.
·         Ability to identify potential problem areas within a (sub)contract and recommend realistic solutions
·         Working knowledge of engineering/construction industry contracting practices and company policies, procedures and work practices.
·         At least 6 years of (sub)contract experience in the power plant construction industry
·         At least 3 years of which were involved with formation of Fixed Price/Lump Sum or Cost Reimbursable contracts
·         At least 2 years of (sub)contract experience at heavy construction job sites
