About the Job
Our client has a requirement for a Business Analyst Level 3, for an 8 month contract opportunity.  The position is located in Toronto.


Requirements:
You will be working with the project team to research and document requirements for all remaining areas of the project. The candidate will engage the client business area through Interactive Requirements Gathering sessions, utilizing Microsoft’s prototyping tool – SketchFlow, and creating/updating Use Cases that are synchronized with the output of the SketchFlow prototyping work.  Documenting reporting requirements and ensuring the reports meet the needs, as specified. Participating in Quality Assurance activities, ensuring test cases/scripts are created and executed to support the required functionality.  Ensuring a clean data conversion occurs from the existing TVIS database to the new TVIS II database. Guiding the application and data integration between the TVIS II system and any other application systems required, such as the new Mapping and Linear Highway Referencing System (LHRS).  Participating in creating and modifying documentation, and successfully addressing the OPS Enterprise Architecture Checkpoints. Creating an On-line Help Tool, and/or other tutorial documentation as required.  Identifying areas of common functionality, and ensuring reusability where ever possible.  Completing all work on-site, recognizing that all deliverables are the Government’s Intellectual Property.

    4. Complying with Client Conflict of Interest and Confidentiality Guidelines
    5. Appropriately transferring skills / knowledge to appropriate Client staff


Qualified Candidates will have:
  • Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that technology solutions can be determined. Applies re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
  • Leads and conducts business analysis at varying levels of detail, appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies
  • Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives
  • Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects
  • Monitors progress, resolves problems and reports regularly to I&IT management and clients’ decision makers
  • Develops performance measures for business analysis evaluation and conducts follow-up
  • Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope
  • Awareness of emerging IT trends and technologies
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
  • A team player with a track record for meeting deadlines
  • Demonstrated experience gathering and documenting requirements for reporting
  • Demonstrated experience in quality assurance activities
  • Experience in the use of application prototyping tools, specifically Microsoft SketchFlow
  • Experience in the use of data modeling tools, e.g. PowerDesigner, to document conceptual requirements and scope
  • Knowledge of OPS Enterprise Architecture Standards, i.e. Zachman Framework, for business / information /application / technology / security architectures
  • Demonstrated commitment and proven ability to do effective stakeholder management through facilitation of workshops, communication, negotiation, consensus building, and problem solving
  • Successfully completed design Artifacts in the OPS sufficient to satisfy Checkpoint 2 and Checkpoint 3 ACT/ARB review, e.g. use case modeling, class diagrams, use case surveys, functional specifications, etc.
  • Experience in planning, organizing and implementing testing efforts
  • Experience with Common Case Management Tools
  • Experience in the use of information retrieval packages
  • Knowledge and understanding of Information Management (including record keeping) policies and practices
