Working Level Contracts Administrator

Responsible for responding to customer requests for proposals, preparing a negotiation position conducting negotiations with the customer and administration of contracts for company products and services.  The position is the focal point for contract activities and communication with both company and customer personnel and includes the negotiation of problems that affect the whole range of company operations and the implementation of overall company policies and procedures as they relate to the contracted activities.

TYPICAL DUTIES
  • Clarifies customer requirements and ensures proposals are responsive.
  • Initiates quotation requests describing estimate and proposal requirements.
  • Performs review of customer's terms and conditions and assesses program risks
  • Participates in pre-bid and bid review with management.
  • Prepares cost proposal; reviews support package and technical proposal and makes submission to customer
  • Establishes company position, leads negotiating team and prepares negotiation minutes
  • Reviews contracts for correctness and conformance to negotiated terms and conditions and arranges for formal company acceptance through booking procedures (CRM)
  • Prepares contract summary reports defining work responsibilities to enable OMS loading of demand as needed
  • Acts as company spokesperson and interfaces with company and customer personnel
  • Maintains company contract files
  • Chairs company and customer program review meetings, prepares and distributes minutes and summarizes program status for company management review
  • Acts as focal point for all company/customer correspondence and prepares all outgoing correspondence
  • Negotiates and reviews contract amendments
  • Prepares instructions and covering letters for contractual deliverable items
  • Expedites overdue accounts receivable in conjunction with finance
  • Closes out program on completion of all contractual obligations.
  • Assignments can be complex - recommends solutions for problems
  • Responsible for major programs under general supervision of Commercial Manager
  • Interfaces with senior company and customer personnel

REQUIRED EDUCATION & EXPERIENCE
  • Bachelor's Degree in Business Administration, law or related field is preferable.
  • Three to five years in contracts administration or directly related areas.
  • Experience with government and commercial prime contractors.
  • Experience with CAN government commercial contracting

OTHER
Successful candidate must be eligible to hold Canadian SECRET Clearance which typically requires a minimum of 5 years residency in Canada.
