Project Manager III

Permanent Roles in Calgary.
 
-Leads and manages complex and large-scale projects or programs from initial inception and design to implementation.
  • These programs are province-wide in scope and consist of multiple projects that have a high-level of interdependency, strategic importance and risk for Client

-Anticipates internal and/or external business challenges and/or industry issues; recommends IT process or service improvements
-Contributes to the development of functional or operational  strategy
-Develops innovative solutions to complex problems that have a broad  impact on the business
-Recognized as an expert or a specialist position within the organization
-Leads project teams to achieve milestones and objectives
 
 
Project-based Accountabilities
 
Strategic Accountabilities:
-Takes strategic visions and directions from executive leadership (VP level) and other business portfolio leadership
-Aligns business needs with IT solutions and develops an understanding of the objectives of the program as well as the overall scope and its potential impact for all areas of Client as well as other relevant stakeholders external to the organization
-Defines a program of tangible projects and deliverables that have a high-level of interdependency, strategic importance and risk for client as well as identify the resources required
  • Programs will involve the most critical projects for Client that have a high level of exposure and visibility for Client as well as involving Clinical systems and Patient services

 
Project Management Accountabilities:
 
-Manages the creation of an overall program charter, project proposals and standards with input from business leadership or the executive sponsor
-Coordinates dependencies between multiple projects within the program, coordinating and consolidating information and resources as well as understanding overall business impacts and risk
-Develops and coordinates an overriding work plan and timeline for the program and/or projects
  • Implements engagement review and quality assurance procedures in accordance with methodology to ensure successful execution of projects
  • Creates strategies for risk mitigation and contingency planning
  • Leads and manages Project Managers who they have allocated individual projects within the program and cross-functional project team members

-Monitors the programs' progress against standards, timelines, plans and budget, actively identifying and resolving issues affecting timely completion of the program
  • Facilitates project meetings for multiple projects within the program
  • Manages expenditures against approved budget for the program
  • Monitors deliverables and project milestones and creates status reports
  • Ensures adherence to Client quality standards
  • Manages the integration of vendor tasks and tracks and reviews vendor deliverables

-Post implementation review and closure of project according to a set process
  • Conducts benefits realization for the program and/or projects at a province-wide level across the entire continuum of healthcare service

-Participates in the negotiation of vendor contracts and contributes to reviews of contracted and vendor resources
-Supports the application process for public grant funding
 
Relationship Management Accountabilities
 
-Communicates, manages expectations and represents Client  interests to complex and sophisticated external stakeholders with a province-wide scope many of which have political sensitivities that must be fully understood and managed effectively
-Develops strategic relationships to effectively align and engage internal and external stakeholders by establishing common ground and interests
  • Anticipates customer needs and internal and/or external business challenges and the potential support or objections to Client projects and initiatives
  • Designs plans or strategies to alleviate concerns and build consensus
  • Influences in regards to priorities, and solutions in support of Client directions and priorities

-Builds an understanding of Client business needs and resources via regular collaboration with Client business leaders, Client Design Leads and other Client business portfolio leaders
-Develops relationships with external vendors to partner with in designing significant solutions for Client business and technical issues
-May write white papers and/or present at conferences regarding their professional expertise
 
Delivering Solutions:
 
 
-Projects will have a high risk component and complexity and deal with systems of the most critical nature including clinical systems
-Deals with conflicts within project teams that get escalated by Project Managers allocated to projects and under their management for the purposes of the project
Aligns the interest of multiple complex and diverse stakeholders including government at the ministry level, many with political sensitivities.

-Makes decisions within general function, organization and industry guidelines
  • Develops business case or technical rationale that impacts resource allocation, program, project or service support or direction
  • Uses a high degree of resourcefulness and independent judgment to determine the best solution

-Determines the best utilization of resources
-Drives the development of innovative new concepts, services or technologies
-Recommends the appropriate levels of risk to expose client to as well as differing strategies and contingency plans to mitigate that risk
-Recommends the selection of preferred vendors for contracts.
 
-Influences overall organization strategy by translating business needs and requirements into feasible projects that have the potential to impact interrelated systems and business at an organization wide level as well as external to the organization.
-Presents complex ideas, anticipates potential objections and persuades others to adopt a different point of view or direction
  • Uses the unwritten structure, rules and culture to achieve desired outcome

-Prioritizes projects that are often competing for resources and have their own advocates across the organization.
  • This influences what projects and programs are in a ready state first.

-Delays in critical deliverables or significant cost overruns will be escalated to the program sponsor

 
Expertise:
 
-Bachelors degree plus completion of a project management designation
-10 to 15+ years of work-related experience in a large and complex IT environment
-Healthcare knowledge and experience an asset
-Extensive experience leading project teams
-Extensive knowledge of project management principles, tools and methodologies
-Expertise in MS Office suite, including MS Project and Visio
 
-Understanding of the alignment between business requirements and patient care services as well as the impacts internally and externally on a province-wide level
-Ability to anticipate internal and external business and stakeholder needs
-Excellent analytical, problem solving and critical thinking
-Excellent negotiation and conflict resolution skills
-Excellent problem solving skills and root cause identification skills
-Proven experience in managing teams, including demonstrated ability and comfort with decision making, coaching and mentoring
-Proven ability to foster relationships and partnerships with highly complex internal and external stakeholders
 
 
Resource Management and Leadership:
 
 
-May have direct reports
  • Provides technical and analytical guidance to more junior project managers
  • Contributes to individual performance reviews of project team members
  • Coaches and acts as a resource for other members of the department

-This role is not accountable for an operating budget
  • Monitors and controls costs related to large projects
  • May manage budgets for large-scale projects and/or complexity

-This role does not have a formal role in strategic planning, business planning and operational planning
  • Responsible to plan initiatives and influence strategic and business planning
Other:
 
-Manages projects of more than $10 million in value
-May need to be available on call for major incidents across the province
