The Project Manager is to lead all phases of the PeopleSoft HCM Upgrade project.

The Project Manager will be responsible for all elements of the project described above, and will be expected to create a plan that encompasses all elements in a critical path to completion.

The main goal is to implement a PeopleSoft upgrade to satisfy the following objectives:

• Maximize the functionality of the currently licensed modules.

• Maintain current service delivery and high level of customer satisfaction.
• Improve access to information required for program and policy evaluation and ability to retain and analyze information in regard to areas of importance, such as representative workforce, absence management, workforce analysis, and disability management.
• Maintain efficient, cost-effective business transaction costs.
• Continue timely response to policy and other changes i.e. economic adjustments, performance adjustments, collective bargaining agreement policy changes.

Qualified Candidates will have:

• Expert level Project Manager with a PMP or Prince2 designation.

• Change Management (Prosci-ADKAR) preferred.

• Sponsor coaching and demonstrated team Leadership and Management abilities.

• Ability to manage conflict and provide effective communication ability.

• Demonstrated Organization & Facilitation skills.

• Experience working within a Provincial Government and Treasury board model is an asset.

• Management Consulting level knowledge and experience.

• Leading requirements gathering for complex “off the shelf” or “hybrid, platform based” commercial software solutions.

Role

Within the Business Solutions Delivery – Supply Chain and Administration Development department, the Senior Programmer Analyst is part of a team working with different stakeholders in IT to develop, and implement solutions that meet business objectives. The Senior Programmer Analyst’s core service is to undertake detail design, develop program code, test and implement systems based on the business requirements and high level design. The Senior Programmer Analyst may also work in partnership with the Business super users, Project team members, and software vendors for packaged applications on all phases of the project life cycle.

The Senior Programmer Analyst combines business and technology skills with strong communication, planning, and organizational skills. Using proven methods and tools, he/she is accountable for delivering excellent quality results, according to agreed upon time-lines and within budget. He/she converts the high level design to detail design specifications, identifies and documents the unit processes; He/she plans and executes the development, testing and validation activities to ensure that the results meet the design specifications - in partnership with the Development Lead, the Test Lead, Business Stakeholders, IT Development team members and Integration Architecture team members.

•Solid work experience in development of Multi-tier business applications

Job Description:

Our client has a requirement for Project Leader for a 6 month contract opportunity. The position is located in Toronto.


Requirement or Qualifications:

Qualified Candidates will have:

Deliverables

This resource will be assigned to lead various sized initiatives based on experience, skill set, capacity, interest, and project requirements.

•Work with the Project Managers and Team Leads in creating and executing the strategic and tactical communications plans for the Assessment projects.
•Lead and facilitate project communications initiatives, awareness building strategies and tactical plans to support the communication deliverables as identified within the project timelines
•Ensure the project communication initiatives are appropriately integrated and supported within and as part of the overall strategic communication goals of the Assessment projects and more broadly with the CCIM program
•Develop, maintain and deliver a detailed project plan to track marketing and communication awareness, change management success and pilot progress and support
•Identify communication issues and risks which may impact the project in order to develop mitigation strategies for issue resolution and escalation
•Provide strategic counsel for project communications and issues management.
•Develop and maintain strong marketing connections with stakeholders in the community care sector, LHINs and ministry
•Lead and manage a team of communication specialists


Qualifications - Knowledge, Skills and Abilities

•8-10 years in a previous senior communications role
•Strong leadership experience and management skills
•Full project life cycle
•Change management
•MS Project or Visio
•Proficient communication skills (verbal and written)
•Proficient public speaker
•Meeting facilitation
•Experience engaging multiple stakeholders
•Health care strongly desired

Scope of Work

Expected Deliverables

•Provide complete interface between Oraganizations and Hospitals in the on-boarding process
•Proven ability to work with multiple stakeholders to manage and lead all components, expectations, project deliverables of on-boarding procedures
•On boarding process includes but not limited to transactional procedures such as Strategic Sourcing Procurement, Accounts Payables, Logistics and 3PL.
•Project Manager is expected to provide his/her transportation to/from its Member hospitals where required
•Responsible for pre and post Transition work
•Flow chart and document all processes between organizations to ensure a smooth transition in all transaction areas such as Strategic Sourcing, Procurement, Finance, Logistics, IT.
•Develop Project plans
•Demonstated previous Shared Services Organization(SSO) experience in a project management capacity
•Contract Rate and Expenses to be identified separately


Desirable Skills

Experience in the development and execution of Project Management schedules and deliverables to successful completion

Skills specific to quantitative and qualitative analysis of costs and benefits.

Knowledge of project and initiative delivery and management.

Knowledge of health care planning and budgeting processes and procedures.

Proven ability to function at all levels within the Project facilitating organizational re-structuring and change management

Experience conducting, facilitating and interpreting impact and risk assessments across multiple alternatives.

Demonstrated strong writing, communication and business documentation skills.
