Role
This IT Project Manager will report into the Operations Business Solutions Services Branch within the Client and be assigned to the Modernization of Accounts and Claims Systems (MACS) project. Under the direction of the Project Director for the MACS project, this IT Project Manager will run high priority technology projects from original concept through final implementation.
The MACS project is a two-year project that includes transformation of current Client processes and replacement of its legacy systems. The successful implementation of the new Accounts and Claims Enterprise System (ACES) is dependent on the completion of a number of components being delivered through other Client projects as well as the configuration of a Commercial-Off-The-Shelf (COTS) product to meet Client’s business requirements. 
 
Responsibilities
This IT Project Manager will be responsible for overseeing, managing and coordinating the activities related to the data conversion from legacy to ACES.
Under the direction of the Project Director for the Modernization of Accounts and Claims Systems (MACS) project, the IT project manager will run high priority technology projects from original concept through final implementation by:
  • Managing day to day operational aspects of projects to ensure adherence to scope, conferring with project staff to outline the work breakdown schedule (WBS), assigning duties, responsibilities and scope of authority, directing and coordinating activities of project personnel, modifying schedules or plans as required and effectively applying and enforcing acceptable project methodology.
  • Supporting and participating in defining business and technical requirements, ensuring integration of technical documentation, ensuring all project business documents, artifacts and deliverables are completed and signed off while at the same time confirming that deliverables meet business needs.
  • Managing all IT project deliverables, goals and milestones including reviewing and signing off on all IT documentation.
  • Acting as a corporate liaison and providing presentation to the executive team including the office of the CIO, holding and facilitating regular status meeting with project teams and ensuring project status reporting is completed on a regular and timely basis.
  • Managing conflict within IT project teams including taking a leadership role in mentoring other team members in project management best practices.
  • Providing project lifecycle best practices and execution against plan for all IT deliverables.
  • Identify, monitor and communicate risk and potential implementation issues to the business in order to develop mitigation and resolution strategies that ensure proper business continuity for all stakeholders.
  • Conduct cost-benefit analyses and ROI calculations to determine project feasibility. Develop and oversee project budgets as well as forecast budget changes and communicate planned versus actual budget during the project lifecycle in order to ensure that financial targets are met and/or adjusted accordingly.
  • Lead the development and implementation of project performance measures, indicators, benchmarks and guidelines to ensure project resources are used appropriately and the achievement of quality assurance standards as well as adherence to mandatory Client project rules and methods.
  • Establish, develop and maintain strong relationships with internal clients, operational staff, consultants and management at various levels to be aware of issues that impact on current and future projects, manage expectations, resolve conflict and elicit their support and co-operation.
  • Plan, manage and control the activities of the unit which include: annual planning of unit projects and priorities, ensuring branch is adequately and competently staffed, identifying resource requirements, conducting the hiring process, identifying and recommending department changes to the Director, allocating work and developing performance objectives for the unit.
  • Develop and administer section operating budget, authorize expenditures within approved budget and report on variances from approved plan as required. Recommend expenditures outside budget for approval.
  • Perform other duties as assigned or required.
 
Requirements or Qualifications
Must Have
  • Proven experience working on projects involving legacy conversion, Commercial-Off-The Shelf (COTS) products and aggressive timelines
  • Knowledge typically acquired through completion of a post-secondary degree in a technology related field with Project Management Professional (PMP) certification or equivalent, a minimum of 10 years of IT Project Management or IT Management, minimum 10 years IT project scheduling and budgeting experience
  • Project management skills with a solid understanding of project management methodologies in order to effectively manage, small, medium and large scale technology projects for several clients, budget, develop project schedules, identify resource requirements, establish deadlines, provide advice and direction to external resources, track project schedules and provide status reports.
  • Leadership skills in order to supervise and provide technical support to project teams and lead multiple concurrent and interdependent projects.
  • Large-scale project portfolio experience including the assessment of overall program risks, project integration management, time management, quality management and cost management to ensure project success.
  • Computer systems and software, such as Microsoft Office, Microsoft Project and Visio, and the Internet to access information, develop project plans and prepare various letters and reports.
  • Decision making skills to make independent decisions and recommendations on various issues and solutions that impact the projects/programs.
  • Interactive skills to be a skilled networker, to present and explain new concepts and ideas, build strong linkages with team members using various vehicles of communication to share information, act as a mentor, facilitator and motivator; act as a liaison between multiple project teams and clients to communicate business changes.
  • Influential skills include conflict management, negotiation and facilitation skills to act as a consultant in various forms to resolve issues, diffuse conflicts and handle escalated sensitive issues from team members and to alert project sponsors of serious repercussions.
  • Communication, presentation and writing skills to prepare business proposals, action plans, business cases, concise summaries, etc.

Role

Requirements

Knowledge typically acquired through completion of a post-secondary degree in a technology related field with Project Management Professional (PMP) certification or equivalent, a minimum of 10 years of IT Project Management or IT Management, minimum 10 years IT project scheduling and budgeting experience

Working in the IT Department, you will be part of a Program Team responsible for managing and delivering large Business Intelligence Projects. Work includes directing project staff and delivering all aspects of the Project Management and Systems Development Life Cycle. •Prepares formal project documentation and obtains appropriate authorizations
•Plans, prepares and maintains project schedules to meet Client standards

QUALIFICATIONS:

•University degree or equivalent
•PMP certification
•Minimum of 7 years experience managing medium to large sized, complex Business Intelligence projects from strategy to implementation using a disciplined approach to project management
•Experience building and delivering large data warehouse and analytical and operational reporting solutions
•Experience delivering Cognos Reporting solutions
•Ability to manage at least three or more projects simultaneously
•Demonstrated PM competencies: budget and time line management, scope management, risk management, issues management, timely decision making, effective team building, ability to prioritize and delegate appropriately and deal with changing priorities
•Experienced in Project Management methodologies and the ability to apply them in a flexible manner in various situations, particularly package implementations.
•Experience with iterative development methodology an asset
•MS Project/MS Office (Power Point/Excel) advanced capabilities

Department Overview:

Enterprise Delivery Services is part TD Architecture that is responsible for managing shared aspects of delivery for the Enterprise. Enterprise Shared Application Services is focused on the management and support of composite shared capabilities (Enterprise Service Bus, Business Process Management, and Enterprise Document Management) and the associated application development frameworks and Centres of Excellence.
*This is a 3 month contract-that will be converted to full time, after the initial 3 months. Please ensure that the candidates that are submitted are aware and understand that after 3 months they will be FTE with TDBFG.

Scope

* Please note that we are seeking strong, hands-on functional, Infrastructure- Project Managers that are seasoned and have an extensive background from an enterprise environment.

• Define scope, goals and deliverables that support business goals in collaboration with the ESAS team, senior management and stakeholders.
• Estimate resources requirements needed to achieve project goals as agreed upon with stakeholder group and provide project costs estimates.
• Develop full-scale project plans and associated SDLC documents and effectively communicate project expectations to team members and stakeholders, track project milestones and deliverables and identify and manage project dependencies and critical path
• Identify and resolve issues and conflicts within the project team
• Co-ordinate with Infrastructure, vendor, internal or external development teams to manage the implementation/release of new ESAS capabilities or configurations..
• Manage the performance of all assigned engagements; manage the plan to actual value, i.e. time, budget, scope, and change control.
• Manage simultaneous projects, as required to completion.
• Consistently use the applicable PMLC and SDLC framework elements appropriate to each engagement for quality and consistency.
Qualifications / Skills / Experience:
• 6+years of project management experience with solid understanding of project management methodologies.
• Previously worked with EDM (Enterprise Document Management)
• Proven success in large enterprise development/deployment in banking/financial industry
• Sound technical understanding of Infrastructure
• Excellent analytical, problem solving skills
• Excellent written and verbal communication skills
• Project management- STRONG understanding of PMLC / Methodologies
• Stakeholder Relations – ability to present to and build professional/strategic relationships
• Communication-ability to articulate verbally and in writing
• Organization/Planning – Demonstrates the ability to prioritize, schedule, and monitor multiple tasks and projects.
• Vision – Ability to see both detail and big-picture
• Financial/Budget Management- must be familiar with all aspect of budget/metrics
