Working Level Contracts Administrator
Responsible for responding to customer requests for proposals, preparing a negotiation position conducting negotiations with the customer and administration of contracts for company products and services. The position is the focal point for contract activities and communication with both company and customer personnel and includes the negotiation of problems that affect the whole range of company operations and the implementation of overall company policies and procedures as they relate to the contracted activities.
TYPICAL DUTIES
- Clarifies customer requirements and ensures proposals are responsive.
- Initiates quotation requests describing estimate and proposal requirements.
- Performs review of customer's terms and conditions and assesses program risks
- Participates in pre-bid and bid review with management.
- Prepares cost proposal; reviews support package and technical proposal and makes submission to customer

Role Overview:
- Working as part of the finance team and project team this position will be responsible for supporting finance & accounting activities.
- This position is responsible for the monthly preparation of funding requests, statements of costs and related supporting schedules in support of client invoicing/billing processes.

- Will also be responsible for the invoice preparation including a detailed description of the costs required to support the detailed schedule of costs, in accordance with contract commercial terms and established project procedures.
- This position will be required to work with billing accountant to ensure that all contract and non-contract billings are issued in a timely manner and in accordance with contractual terms. Supporting the billing accountant in billing preparation includes the detailed analysis and review of costs and unbilled accounts.
- In addition to client invoice support and review, the individual will be responsible for the accurate account reconciliation and reporting for assigned project accounts.
- The position includes the preparation of month end cost and revenue accruals as per the established project earning methodology plus review of monthly gross margin reporting, cash forecasting and any additional analyses as required.
- Will also support project controls in project financial status report preparation and other client reporting.
Essential job duties include, among other items:
- Operation of financial and administrative controls for the project in accordance with policies and procedures, client requirements and applicable statutory regulations.
- Undertake the responsibility for project accounting activities pertaining to billings, general ledger maintenance and account reconciliations.
- Support the reporting requirements for the assigned ventures and assist with those requirements as they pertain to activities.
- Ensures monthly billings are performed in accordance with contract terms.
- Monitors accounts receivable balances to ensure payments are received and applied promptly.
- Follows up on the status of employee receivables as they pertain to the project and works with project management in ensuring all accounts are current.
- Provides analysis of financial information, estimates of costs and preparation of forecasts and ad hoc management reporting as required by project and management.
- Coordinates with the field timekeeping and payroll group to ensure the timely and accurate recording of the craft payroll each month.
- Supports the Project Accounting Manager to respond to client inquiries and audits relative to finance related matters, and may work with local client representatives, under the direction of the Project Accounting Manager, to interpret provisions of contracts as they relate to accounting and billing processes.
Basic Qualifications:
- CPA qualified, plus 5 years related work experience, or 5-10 years of equivalent project accounting support experience
- Must have legal right to work in Canada
Preferred Qualifications:
- Basic to advanced skills in the areas of oral and written communications, project financial process controls, MS Office suite of applications (e.g. Word, Excel), accounts payable, general ledger and billing

- Provide computational, technical writing, and licensing/permitting support in the area of hydraulics and hydrology for a wide range of large scale industrial projects and facilities.
- Emphasis is on surface water hydrology, drainage and river flooding analysis, open channel hydraulics, pipeline/pumping system hydraulics, sedimentation, coastal hydrodynamics and transport, thermal outfall design and plume analysis.
- Responsibilities include: conduct and check analytical calculations and numerical modeling, coordinate work activities with other technical specialists and engineers, prepare calculation packages and reports in accordance with department and project procedures and applicable codes and standards.
Required Skills:
Working knowledge of steady-state and hydraulic transient analysis, rainfall runoff methods and models including rational formula, SCS runoff curve method, HEC-HMS, HEC-RAS, XPSWMM, CORMIX, Delft3D or equivalent. Require knowledge of US and international design standards, codes and practices.
Other Remarks/Qualifications
- M.S. degree and 6 years of industry experience, or Ph.D. with 3 years of industry experience, in Civil Engineering with emphasis on hydraulics, hydrology or fluid mechanics, or equivalent, and graduate coursework in fluid dynamics, engineering hydrology, open channel and pipeline hydraulics, sediment transport, coastal engineering, environmental hydraulics and numerical methods.
- For a senior role, an additional 4 years of working experiences will be required.
- All education degrees must be accredited.
- Must demonstrate excellent verbal and written skills to communicate with team in preparation of reports, memos, calculations and other documentation.
- Has written and present technical papers at professional meetings.
- Must be able to work independently and exercise engineering judgment on problem definition, scoping, selection of design criteria, adoption and adaption of appropriate engineering techniques.
- Must be proficient with word processing and spreadsheet, GIS and CADD software.
- Should be able to work effectively on teams whose members reside in several distributed offices and whose interaction is most frequently by phone or email.
- Should have programming experience in Matlab, Fortran, Visual Basic and/or C++.
- Willingness and ability to travel to and remain at jobsites in the U.S. and overseas on generally short-term assignments.
