Role

We are looking for a Senior Program Manager to help set up a portfolio management function in the newly formed Technology Enterprise Services (TES) group. This individual will need to have worked with putting together governance rules and establishing guidelines. The portfolio of projects will be related to the creation of a central intake function. The central intake function will manage all projects that make requests of TES and the portfolio management candidate will coordinate the financial, governance and reporting aspects of management across the entire portfolio. 

Responsbilities

• Establish Program and Project level reporting for a new multi team group (TES) with an aim to improving visibility of the performance and health of the group's initiatives

Key Accountabilities 

• Sets direction at an operational level, works autonomously in the management of the unit and collaborates with other business heads to establish and execute on common goals. 
• Direct or manages large-scale applications, programs or projects across multiple product lines, involving significant scope and complexity. Ensures delivery of projects to the business partner, meeting the approved scope/cost/schedule/quality for the project. 
• Perform a governing role 
• Performs risk identification and mitigation activities, escalating unresolved issues to the Executive and / or Steering Committee where appropriate to secure their timely decisions/support. 
• Reviews the budgeting and forecasting for all projects covered by Program by working with the Project Managers 
• Ensures client satisfaction with the project process and project team by effective and timely communication including status reporting, continual risk/issue assessment/management and escalation, and resolution of issues as they arise.

Requirement or Qualifications:

Qualified Candidates will have:

• Senior level program management and leadership ability and experience in a large multi-faceted project/portfolio context
• Previous experience of successful delivery of multiple programs or portfolios of projects in different complex IT environments
• Previous experience of successful delivery of multiple projects with a combination of resourcing, including multiple vendors and full time resources
• PMP designation desirable
• Previous experience in strategic planning and project planning with large, complex IT systems development projects with multiple stakeholders
• Ability to attend to details and perform critical analysis of deliverables, while applying tact and diplomacy in interactions with team-mates and external partners
• Experienced in support and regular reporting to senior management and executives
• Experience with managing projects/programs in the Ontario Public Sector
• Experience with Health sector is desirable
• Strong knowledge of and skill with MS Project and MS Visio
• Good applied knowledge of PMBOK
